Petitions to charter a new chapter should be completed by June 30 of the year the institution desires to be chartered. The petitioning forms are found at the bottom of this page.


A petitioning fee of $25, made payable to Omicron Tau Theta, is required and should be included with the petitioning forms.


The following criteria will be considered when reviewing petitions:

  1. Career and technical education at the graduate level is a recognized area of instruction.
  2. Professional graduate courses in career and technical education have been taught during each of the two years preceding the date of petition.
  3. At least one professional graduate course (not including content courses) in career and technical teacher education has been offered on the campus throughout the year preceding the date of petition.
  4. At least ten career and technical education graduate students have been enrolled during each term of the two years preceding the date of petition.
  5. At least two full time faculty members have engaged in teaching and supervising of career and technical education.
  6. At least fifteen masters degrees or doctoral degrees, or combination of both, with a major interest in the area of career and technical education have been conferred by the institution prior to the date of petition.
  7. At least ten individuals are eligible for membership.
  8. A majority vote by the executive board and active chapters is needed to accept a new chapter.
  9. The Executive Director will notify petitioning institutions as to whether they will be installed as a chapter within four month of the date their petition was received.


Information on how to organize a chapter can be provided by a member of the National OTT executive board.


New chapters will be installed during a ceremony conducted in conjunction with meetings of ACTER and ACTE. A charter will be issued by the National OTT executive board.


Individual members may be initiated at the national meeting and will pay their national dues at that time. Thereafter, national and local dues will be paid annually through the local chapter.
